What Are Photos?
Photos, alternatively known as Pictures, are special furniture items that became available in every mainline Animal Crossing game starting with Wild World on DS. They're special because you typically can only obtain them by becoming extremely good friends with someone, or by completing specific tasks. As well, they can be interacted with to learn the character's birthdate and their favourite saying.
Obtaining Photos in New Horizons requires raising your Friendship level, which is done by talking with them, catching fleas off them, completing quests for them, giving them gifts, and apologizing if you've upset them. Then, you have a small chance of receiving their Photo as a thank-you gift instead of the usual furniture or clothing. You'll know you're at the right level because it's the same one where they may ask you to change their greeting phrase, so if you've done that, a Photo may be coming your way soon!
The problem is, this only applies to Villagers. Special Characters such as Isabelle, KK Slider, Celeste, CJ, Flick, Blathers, Leif, and so-on aren't part of the Friendship mechanic, which means that for many of them, obtaining their Photo was impossible in New Horizons.
However, with the right amiibo and the Happy Home Paradise DLC for New Horizons, there now exists a fast and reliable method to get the Photos of these characters!
How to Get Special Character Pictures With Happy Home Paradise

Step 1 - Unlock VIP Clients
Since this method requires amiibo, you will need to use a controller that has an NFC Touchpoint to scan them with. A pair of JoyCon or the official Pro Controller will do, but if you use a third-party controller, check to see if it's compatible with amiibo.
To get a Special Character's Photo, you need to make a Vacation Home for them. This is done by progressing through the main Paradise Planning campaign of the Happy Home Paradise DLC.
While you unlock the amiibo scanner relatively early, Lottie won't initially consider you ready for Special Characters because they're VIPs. You'll need to complete 19 Vacation Homes and rank up to Famous Designer before she'll let you invite them over.
Step 2 - Invite the Special Character
Once you've been declared a Famous Designer, head to the green amiibo scanner on the front desk of the Paradise Planning building. Interact with it, then place the amiibo of your chosen Special Character onto the NFC touchpoint of your controller. This will be either the analog stick of your right JoyCon, or the Nintendo Switch logo at the top your Pro Controller (or some other place if you're using a third-party controller that supports amiibo).

Step 3 - Design the Vacation Home
Special Characters are considered VIP clients, which work differently from the normal Villager clients, because they have absolutely no furniture requirements at all (outside of using their Photo or Poster). What this means is that you can design their homes however you want!
In particular, you don't even have to put down or do anything to complete the home. The only thing you're required to do is step inside the house at least once, then you can pass it off as a job "well" done.
Once you're done with the property, talk to the VIP client to complete the job and head back to Lottie to get that sweet, sweet bag of Poki.
Step 4 - Get Their Photo From Your Mailbox

The next day, check your Mailbox back on your main island, and you'll find a pink letter from Lottie. The Special Character was so impressed, they sent their Photo as a thank-you!
What's important to note is that, if your Special Character had any room-mates, you'll get their Photo too! For example, C.J. will bring along his close friend Flick, so you'll get both of their Photos the next day!
Congratulations, you have that Special Character's Photo! You can now hang it up on the wall, or place it on a flat surface, and stare at it lovingly!
Other Special Character Photos
There are a few Special Characters whose Photos can be obtained via alternate means, if you don't have an amiibo of them on-hand or don't have the Happy Home Paradise DLC. Brewster's can be obtained at any time, while Rover and Jingle's are tied to the holidays in which they appear.
